HIV/AIDS

Description:
Grant Amount= s: Approximate Current Fiscal Year Funding: $175,000; Approximate Total Proj= ect Period Funding: $525,000 (This amount is an estimate, and is subject to = availability of funds.)

The purpose of this announcement is to stre= ngthen the capacity of excellence in monitoring and evaluating the response = to the HIV/AIDS epidemic in a legally registered indigenous organization in = Zimbabwe.

Consistent with the "Three Ones" Principles, the objective= s of this program are the following:

(1) To build the knowledge and = skills in monitoring and evaluation (M&E) for HIV/AIDS in Zimbabwe through t= raining;
(2) To support an existing center of M&E excellence as the best= choice for organizations that are seeking resources and execution in M&E fo= r HIV/AIDS in Zimbabwe;
(3) To build an operational framework for organi= zing and storing information on past and on-going M&E processes and the resu= lts of HIV/AIDS activities in Zimbabwe; and
(4) To work with such a cen= ter of M&E excellence to become sustainable without HHS support by the end o= f the project period, through expansion to a Southern African regional clien= tele and portfolio.

The "Three Ones" is an internationally-endorsed = concept put forward by UNAIDS in 2004 to improve efficiency and effectivenes= s of resource use and to ensure management by results. The Three Ones Princ= iples are: One agreed HIV/AIDS Action Framework that provides the basis for = coordinating the work of all partners; One National AIDS Coordinating Author= ity, with a broad-based multi-sectoral mandate; and One agreed country-level= Monitoring and Evaluation System. The Three Ones are global principles for= all HIV/AIDS programs anywhere. More information about the Three Ones Prin= ciples can be found at http://www.unaids.org/en/Coordination/Initiatives/thr= ee_ones.asp .

Grant Amounts: Approximate Current Fiscal Year Funding: $1= 3,000,000; Approximate Total Project Period Funding: $65,000,000 (This amoun= t is an estimate, and is subject to availability of funds.)

The pur= pose of this announcement is to support the provision of comprehensive HIV/A= IDS prevention, care, treatment, and related support to HIV-positive persons= and their families. These interventions must include anti-retroviral thera= py (ART); adherence counseling and support; TB screening and treatment; the = prevention, diagnosis, and treatment of opportunistic infections (OI); the p= rovision of a Basic Preventive Care Package (BCP), as defined by the US Pres= ident's Emergency Plan for AIDS Relief; "prevention-for-positives" intervent= ions; confidential HIV counseling and testing, including home-based and prov= ider-initiated testing; and psycho-social support.
