ngthen the capacity of excellence in monitoring and evaluating the response =
to the HIV/AIDS epidemic in a legally registered indigenous organization in =
Zimbabwe.
Consistent with the "Three Ones" Principles, the objective=
s of this program are the following:
(1) To build the knowledge and =
skills in monitoring and evaluation (M&E) for HIV/AIDS in Zimbabwe through t=
raining; (2) To support an existing center of M&E excellence as the best=
choice for organizations that are seeking resources and execution in M&E fo=
r HIV/AIDS in Zimbabwe; (3) To build an operational framework for organi=
zing and storing information on past and on-going M&E processes and the resu=
lts of HIV/AIDS activities in Zimbabwe; and (4) To work with such a cen=
ter of M&E excellence to become sustainable without HHS support by the end o=
f the project period, through expansion to a Southern African regional clien=
tele and portfolio.
The "Three Ones" is an internationally-endorsed =
concept put forward by UNAIDS in 2004 to improve efficiency and effectivenes=
s of resource use and to ensure management by results. The Three Ones Princ=
iples are: One agreed HIV/AIDS Action Framework that provides the basis for =
coordinating the work of all partners; One National AIDS Coordinating Author=
ity, with a broad-based multi-sectoral mandate; and One agreed country-level=
Monitoring and Evaluation System. The Three Ones are global principles for=

The purpose of this announcement is to provide 100 pe=
rcent access for confidential, home-based HIV counseling and testing through=
out the District of Kalangala and the surrounding fishing communities of Lak=
e Victoria in the Republic of Uganda. The program will ensure the entire adu=
lt population and their family members of the targeted communities receive c=
onfidential counseling and testing in their homes, as outlined in the Uganda=
n national policy guidelines on HIV counseling and testing. The successful =
applicant will establish a systematic approach to reach all households by us=
ing outreach teams composed of counselors, laboratory assistants, and commun=
ity mobilizers. Following the Ugandan national rapid-testing algorithm, thes=
e teams will receive training to work throughout the targeted communities, b=
y visiting each home to offer confidential testing. To ensure the accuracy o=
f this home-based testing, the grantee will develop a laboratory quality-ass=
urance process, in collaboration with the Ugandan national reference labora=
tory. The recipient of this cooperative agreement must establish a consisten=
t supply chain for essential HIV testing commodities, and maintain it for su=
stainability after the end of the project period. In addition, the grantee w=
ill collect routine data to inform the implementation and management of the =
program, identify gaps in care, and address reporting requirements.
A=
ll clients who test HIV-positive will receive a Basic Preventive Care Packag=
e that will include information on and provision of cotrimoxazole prophylaxi=
s; a safe-water vessel and chlorine solution; long-lasting, insecticide-trea=
ted bednets; condoms, as appropriate, and instruction in their correct and c=
onsistent use; educational materials; and, "prevention-for-positives" counse=
ling. In addition, the program must establish an effective referral system =
for all HIV-positive individuals identified. The program will facilitate tec=
hnical assistance as to ensure comprehensive HIV/AIDS treatment and care is =
readily available at nearby health facilities. Community structures for HIV-=
prevention education, post-test clubs, and peer-support groups to assist and=
follow-up on HIV-positive clients and their families must also be part of t=
he program. Finally, the program must facilitate access to dedicated couples=
-counseling or support the establishment of such counseling if it is not alr=
eady available in the targeted communities.
